As Paul concludes Romans 9-11, he brings to a climax the response of God to his people, Israel - there will come a response to Jesus among Israel as a whole. Paul calls believers to understand the plan of God - as it specifically relates to Israel (v. 25-27). Paul then calls us to trust God's gracious purpose to have mercy on all (v. 28-32). Following these assurances about God's purpose and plan for his people - Paul erupts into praise for the magnificent work of God in salvation for Jews and Gentiles alike. God is faithful, he will remain faithful. Because of all that our God is and all he has accomplished for us in Jesus, we must also respond with praise for his gracious mercy in salvation, both for ours now and for Israel's in the future.
Throughout Romans, Paul offers a defense of what he believes and teachers about the gospel for these believers in Rome he has not yet met. Some of them may have been questioning him, his message and how it relates to Judaism. Paul writes to explain at length the connection of Jesus, the gospel and defend it, in spite of the rejection of Jesus as the Jewish Messiah by many Jews.
