As Paul continues his explanation of the first-century Jews' response to gospel of Jesus, he asks, has God abandoned his people? The answer is and must be - absolutely not. Paul explains that there is a remnant of believers, ones who have faithfully believed in Jesus, just as there was a remnant of 7000 in Elijah's day. Those who have rejected Jesus, and the good news of the gospel, are hardened in the their unbelief, but not permanently, as Paul will point out by the end of Ch. 11. Their rejection has made the gospel and the glories of it available to the nations, to Gentiles (v. 11). Paul's point throughout seems to be that, God has not rejected his people, Israel, and he will not reject you. 

Throughout Romans, Paul offers a defense of what he believes and teachers about the gospel for these believers in Rome he has not yet met. Some of them may have been questioning him, his message and how it relates to Judaism. Paul writes to explain at length the connection of Jesus, the gospel and defend it, in spite of the rejection of Jesus as the Jewish Messiah by many Jews.
